cooling and noise level

    I am currently upgrading my cooling system to reduce noise level. I have 5 Thermaltake TT8025 which are about 30dBA, I want to reduce the noise level and was thinking of getting 5 NorthQ Silent Tornado 80mm Fan 15dBA http://www.northq.com/products/fan/nq3709rl.html .

    I have 2 options;
    1) I could keep the Thermaltake fans and buy a fan controller. If i could reduce the voltage levels on the fans they should run at a lower dBA. would this be possible? also the fans have the 4pin Molex connectors on them and i cant find any controllers that accepts this connection. i can only find ones that take the 3 pin connectors.

    2) buy the 5 NorthQ fans as they would cost the same as the fan controller. the fans are rated at 6v-12v (6v I am guessing would be the 15dBA)so if I connected them to the PSU (12v) would I be back to square one- 30dBA?

    I am also thinking of getting this http://www.northq.com/products/powersupply/nq4350GP-FL.html PSU, I will be running an
    Intel Core 2 Quad Q6600 2.4GHz,
    3 to 4 SATA2 500gig drives,
    1 dvdrw
    GeForce 8800Ultra or a Radeon HD 3870X2 ----future upgrade
    Asus P5E3 Deluxe, X38, 2xPCI-Ex(2.0)x16, DDR3 ----future upgrade
    and 5 fans,
    would the psu be any good for over clocking?

    Personally i would stay away from the northQ psu. I dont know what they are like now but a while back they were terrible. I would go for a corsair,seasonic, ocz psu.
