Can you do this? Can you use it, for example, for XBOX LIVE if you live in the Res? How about Skype - my phone'll let me Skype or browse the net over a WiFi connection - can you do this on UCD's net?

I'm not sure how XBOX live works - if it uses only HTTP connections then yes. Otherwise you're out of luck. Skype I think can work through an HTTP proxy.

The residences are served by the college wireless LAN which is pretty locked down - fine though for web browsing and very fast downloads.
