Will insurance go down for people who don't have a full license when this comes in? It would be BS if they didn't considering how much less people will be driving.

[I moved this to a new thread]

I would presume that they should as L drivers will not be driving unaccompanied. However, as insurance policy costs as based on statistics, I suspect that it may be some time before they have proper stats to base it all on.
