Meteor intercepting / modifying email packets

    When I tried to send an email from my phone today it didn't work, but to make a long story short I ran tcpdump on my server and found out when the email server was sending
    250-97k.eu
    250-VRFY
    250-ETRN
    250-8BITMIME
    250-PIPELINING
    250-AUTH LOGIN PLAIN CRAM-MD5
    250-SIZE 514302976
    250 STARTTLS
    

    my phone was receiving it as
    250-XXXXXA
    250-VRFY
    250-ETRN
    250-8BITMIME
    250-PIPELINING
    250-AUTH LOGIN PLAIN CRAM-MD5
    250-SIZE 514302976
    250 XXXXXXXB
    



    notice how the STARTTLS is replaced with X'es. no starttls means no encryption on outgoing emails. it works when I disable encryption, but obviously I dont want to do that.

    even when i had my phone connected to the computer and telnetted into the email server the packets were being changed, so its definitely not the phone, or the email server. it works perfectly when i use someone elses wifi to send email, and incoming email isn't messed with. its only when i connect to my email server through the 'meteor ISP' thing.

    I done bit of googling and found someone else with the same problem, except it was caused by their own firewall. but this must be caused by some sort of firewall at meteor. so this could be some sort of bizarre security measure, or it might have something to do with that EU directive that mandates ISP's log emails sent through them?
