Test Cancelling Fee?

I need to cancel my test and it says if you haven't cancelled before then you won't forfeit your fee. I previously postponed the original time of my appointment but as far they are concerned, does that count as a cancellation?

AFAIK if it's done within 10 days of the test the fee is not forfeited (but I think it can only be cancelled/recheduled twice).
