    Had access to this (under "MSN academic alliance") for months already. Looks like this "DreamSpark" is some branding exercise.

    I think it's different. The academic alliance programme requires colleges to pay subsriptions to let students get the software. Not all of them do - TCD is the only one I am ware of that is participating. The Dreamspark programme seems to offer the software completely free - though it does mention that its use will be restricted to the Dreamspark licence terms (without explaining what they are).
