    I came across this example from a friend, his son has Dyslexia and was assessed under an old system that said, yes he needs additional support etc. anyway new system/regs now and now he doesn't qualify. His condition hasn't changed and my firends view is that they have arbitrarily raised the bar either for budget reasons or to make any waiting lists look shorter.

    To me this is an example of gaming,and makes me wonder that there must be numerous activities carried out by the state where there is an element of fiction embedded in the system. The consequences can't be good when there is no real corrective mechanism.
