    LOL - a further letter stating that you will receive an email to confirm that you will get a personal phone call from the Minister's secretary who will ensure one of his officials will give you an official response by email in the format of an official Green Recommended Response Receipt (GRRR) provided you will need to confirm same in writing in advance no later than the 31st of December 2018.

    I have recieved a reply! Alas not from John himself but a minion employed to shelter him from a disaffected public. My email was sent 27/02/2008 urging him not to do a u turn on the proposed new road tax system with regard to imported cars and explaining that all cars post 2001 have valid COCs stating their emissions (as if he didn't know!) The following was my reply:

    I have been asked by Mr. John Gormley, T.D., Minister for the
    Environment, Heritage and Local Government to refer to your recent email
    in connection with motor tax.

    The Motor Vehicle (Duties and Licences) Bill 2008 which gives effect to
    the new CO2 based motor tax system passed its final stage on the 20th
    March 2008 and amendments have been made to the Bill to include in the
    new tax system new cars registered from January 2008 and to exclude
    second hand imports that were registered abroad prior to 2008. The
    reason for not applying the new CO2 based system to pre-2008 imports
    arose from lengthy discussions on the Bill during its debate in the
    Dáil. The main reason for the change arose from an anomaly in the
    proposed legislation whereby low CO2 emitting used cars imported after 1
    July 2008 would pay a lower rate of tax and would have an advantage over
    similarly aged cars bought previously in Ireland.

Regardless I emailed my pen friend about how disgusted I was with his boss and will anxiously await his reply hoping he will change his mind! It's like sending messages out into space to beings from another galaxy, but they'd probably reply quicker and make more sense!:D

    Dear JHMEG,

    I have been asked by Mr. John Gormley, T.D., Minister for the
    Environment, Heritage and Local Government to refer to your recent email
    in connection with motor tax.

    I would like to explain that, in the Budget of December 2006, it was
    announced to introduce changes to the current vehicle registration tax
    (VRT) and motor tax systems to introduce measures to weight VRT and
    motor tax in favour of cars with lower emissions. The announcement also
    invited public comment on the changes and a public consultation on the
    rebalancing of both taxes was held from December 2006 to March 2007.
    Advertisements were placed in the daily papers on the 15 December 2006
    drawing attention to the rebalancing proposals and their availability on
    the Department’s websites and inviting submissions by e-mail or post.
    Following examination of the submissions both representatives of this
    Department, Department of Finance and the Revenue Commissioners met with
    representative organisations and private individuals to discuss their
    submissions in May 2007.

    The public consultation process made it clear that the new CO2 based
    system would apply from a specified date and that cars registered before
    that date would continue to be taxed in future years under the existing
    motor tax system related to engine size.

    Retrospection prior to 2008 would not be practical as there is no
    authenticated CO2 data for the majority of the existing fleet. The CO2
    values on the Revenue and NVDF systems, in respect of new cars only,
    have not heretofore been used for any business purpose, have not been
    collected as the basis for a fiscal charge and, accordingly, have not
    been authenticated to any degree. It would be unsound to apply charges
    on the basis of such data. If there was an optional "opt in" to the new
    system, it would undermine the revenue base of local government,
    resulting in serious financial problems for local authorities throughout
    the country. The Local Government Fund must have the resources
    necessary to meet demands.

    The clear objective of the new motor tax system is to influence the
    purchasing decisions of consumers. Purchasers of cars with low CO2
    emissions will be rewarded while a premium will be charged on vehicles
    with high CO2 emissions.

    The Bill to give effect to the new CO2 based motor tax system passed
    its final stage on the 20th March 2008 and amendments have been made to
    the Bill to include in the new tax system new cars registered from
    January 2008 and to exclude second hand imports that were registered
    abroad prior to 2008.

    Nice copy and paste reply but atleast you got one I suppose, pity it didn't mention SIMI lobbying :mad:. Could have easily be ruled that if car was imported from EU country and had CO2 data on logbook new system and if not old, simple.
