whats the story will all the kids out and about with horse and karts around the country

it consists of an axle, flat platform, and 2 beams either side of the horse.

its like something from the 1800's

surly in this day and age it wouldn't cost much for....
the driver could be fully surrounded with a frame and glass and with room for passengers and luggage/shopping
4 wheels so the driver can stear
    brakes!!! they need brakes
the horse could be on a threadmill type belt used to drive a clutch and gearbox, giving the driver total control
also a battery pack could be charged up while the cart is on flat ground or downhill and the power used to run a motor to assist uphill roads

with the price of petrol increasing all the time you wont need fuel for this cart, and the horse could eat your garden saving you buying lawnmower petrol

Its called a Sulky, completely legal and in the eyes of the law has more rights on the road than you do.

Nothing wrong with it. But I think the person in charge of the animal has to be over a certain age.
