Wireless broadband with permanent IP address?

    Does any company provide wireless broadband with the following criteria:
    • No antenna or satellite dish (I'm in a serviced apartment on the 3rd floor).
    • Must be a Ripwave or Clearwire type of product (due to the above).
    • Must be able to assign a permanent public IP address to the connection.
    • Coverage in the IFSC.
    • Speeds of at least 1MB down and 512MB up.
    I've had Clearwire come out to me and test a unit but the signal strength was poor. Actually, apart from the signal issue, Clearwire was able to match all my criteria.
