Again you are confusing phyiscal sex adn gender.

There is a big difference between a person in drag and a person dressing and behaving and conforming to a certain gender.

Again interesting qestion but the fact of the matter is this person had to pass the phyc tests and evauluations, live as a man and be checked upon before getting the testosterone treatments and then the surgery before becoming legally male.
