Eircom are already rolling out trial FTTH in Sandyford, Dublin with 50% uptake from homes passed. This Video Clip is an interesting perspective on some of the issues they've faced.

It isn't any wonder, given that eircom's main shareholder is underpressure to release capital back to shareholders through share buy-back, and that eircom are already highly leveraged, that eircom don't have the funds to even consider NGN FTTH access in a nationwide sense.

It looks like the only alternative is state financed, or co-financed, intervention. Are there any view on whether there is market failure, which would allow state intervention, when the dominant supplier is unable to maintain or upgrade it's infrastructure in line with international best practise.
