Quick question re driving licence

Probably been asked alot before, but does anyone know the address to send to get your full driving licence. Im in Fingal area, cant see a department that deals with it there, thanks for your help

I found this but don't know if its accurate:

Can you not just go to the motor tax office and pick up a form and bring your provisional/learners permit, certificate of competency etc?
