There are quite a few options in this area. Many ITs have the certificate in personnel practice (some in training also), which is accredited by the CIPD. Some of them even offer a progression to ordinary Bachelor degree level and in Cork IT you can now study a part-time BSc(hons) add-on. UCC have a part-time diploma that is recognised as GradCIPD. Other universities may have something similar.
Then there is the National College of Ireland ncirl.ie based in Dublin.

Also the Open University has Masters level study in HR Management that is also recognised for GradCIPD.

A word of caution though. If you are not already working in an area related to HR or do not at least have a prospect for promotion into the area, then breaking into a HR role (e.g. HR administrator) is very difficult. The studies are best suited to someone already in a HR or management position, or perhaps working as a recruitment consultant. If you don't have that kind of experience and really want to break into the area, you will need to consider a period of work placement at little or no money. A lot of people have the qualification and there is always huge competition for vacancies.

    Hope that helps.
