Windows wont open

The windows in my bedroom wont open. when i took off the handles i seen that the square mounting inside that i'm guessing turns / controlls the bolts has crumbled away. with the current warm stuffy weather we're having it's unlivable in the room. is there any way to fix the problem without a new window? i'll post pics…
