Timescale for exchange upgrades to faster speeds??

Does anyone know when exactly each exchange is to upgraded for the faster BB speeds? I dont currently have BB but my neighbours around 400yards away have and I am hoping when the new speeds are introduced I too will be able to avail of BB.. all info appreciated.
