Does anyone know which department in the European Union decided that there be competition for the TV rights to show sports?

I think that the current setup is bad the consumers who are essentially required to subscribe to multiple providers to see various sports. That is not competition - competition is where multiple providers deliver the same content and the customer chooses who to go with.

As far as I know it has nothing to do with the EU. The controlling sports bodies are free to sell rights to as many or as few broadcasters as they like. Blame the IFA, IRFU, GAA, FA and UEFA.
