specially fitted cars question

A friend of mine is not that tall.and is wondering if there are places that will specially fit cars with things so they can drive. I'm not sure whats needed but i'm sure there would be places that can custom fit cars.

does anyone have info on this. Or a place where i can get info that would be great.

How tall (or short) is "not that tall"? Could it just be a case of picking a suitable car?

she is small.. not really sure how small. about 4- 4 half foot.. she sat in my car and couldnt really reach the pedals or see over the wheel.. so we thought about a booster seat but pushing the pedals hurts, she cant move her feet is some direction
