I've just discovered there is sewage pumping out of two AJ's under my decking and the guy from Dyno-Rod said it's because the main drain on the road is blocked. I've rang Kildare County Council and they seem less than helpful. I'm going to send them my dyno-rod bill but can I charge them for pulling my decking up to get…

I'd suggest getting in touch with the citizens information bureau. There's an office in Maynooth, they generally know their stuff and might be helpful to you here.
