Its all to do with the redevelopment of the South Docklands. The City Council has been busy compulsarily purchasing waste land in the area and closing off redundant rights of way in the recent past. They have also compiled an environmental impact statement on raising the roads at Monaghan and Centre Park Road in order to reduce the risk of flooding. Surrounding new development will also be raised to match this.
Don't worry, any loss of rights of way will be more than compensated by the new streets, squares and rights of way opened up with the new Atlantic Quarter and the huge new Atlantic Park alone.

Of course if you have a right of way you should hang on to it.You never know when it will be needed.
