Water supply was cut off, storage tank emptied, water supply resumed, storage tank now full. But, no water coming from anything (taps, WC's) connected to cold supply from storage tank. Outlet isn't blocked. Hot water system unaffected.

Is this some kind of airlock? how would I clear it?

    Thanks in advance.

PS had tank emptied before & no problems on refill.

Yep ! Probably an airlock. 2 ways to sort it.
    a) loosen joint where you air is trapped, like bleeding a radiator. Find the bend where the air is trapped is the hard part.
    B) A better way is to connect a pipe / garden hose from cold mains ( kitchen tap) to non mains cold pipe ( e g WC) and blow air out that way. If this works you might consider putting in a TEE piece and blank to make it easies next time
