I may have left too late, but I am currently living in Dublin on a temporary basis. Normally I would vote in my home county. Is there any way I can vote up here on the Lisbon Treaty. (Sorry if this has already been asked, but don't have time to go looking through the previous threads.)

No, you have to be registered at the local polling station, only way to vote would be to go home.
