EsatBT 3 Mb in Dublin 15 (Clonee exchange)

Just checking if anybody has experienced the same as me with EsatBT 3 Mb broadband in D15 (Clonee exchange). My usual speed is > than 2.7 using isptest.ie. Recently it is between 1.8 and 2.4, QOS never greater than 75%:(. I assume when you have a 3 Mb package it should be consistently > 2.5 download speed? Cheers
