    Carrots yes. Onions, too late from seed I'm afraid. You could try get some sets but they might not end up too great. Fine for picking and using fresh but they might not store well. Worth a bash though if there are still some around.
    The cold would have caused seed to rot in the ground. Look up chitting pea seeds. Easiest thing in the world to do and almost 100% germination garaunteed. Pop them in warm water for a day. Then sprinkle them over damp kitchen towel on a plate and cover with cling film. When the white radical (root) appears after a couple of days plant them out. Best to plant in modules till they are a few inches high and strong and then plant them in the ground. That way the slugs wont bother them too much. Slugs could also have gotten your carrots, have to keep an eye on them.
