I'm on the mission "Blood of the daedra" and basically i have to go the shrine of Azura and activate it but according to the game i don't have "the proper offering". What is this offering and how do i get it??

Talk to the Dark Elf at the shrine, he'll tell you what to do. You'll need to get his disposition up before he'll tell you though.
