are cork's forts open to the public?

fort meagher, fort mitchell, fort templebreedy? (aka camden, carlisle i think...), can anyone just walk in and admire the view or are they private property? i know fort davis is used by the army but is it open to the public when they're not on exercises? any one here been to any of these places?

Off limits to the public, no access alowed unless you're in the know with the brass.
