It's the third album from this band who were said to come from the 'second wave' of this type of music. They reformed briefly a year or so ago for a few gigs but are no longer around.

I find Irfanview very fiddly for that sort of thing. I just bite the bullet and use Photoshop. Here's another one that's probably instantly recognisable:
