Heres a response back from a local councillor's question about the countys strategy for cycle lanes, as usual this is a very slow process, keep you informed of updates:

A two stage tendering process for the carrying out of the Cycling Review, i.e.
Tender submission and Interview has been put in place by the Transportation
Department. Four proposals from Consultants to undertake the Review have been received and assessed. Interviews were held with the Consultant Teams and Senior staff of the Transportation and Planning Departments on Wednesday 21st April 2008. Participants travelled from the UK and Holland to attend the interview. The interview process proved invaluable in determining the way forward and raised questions for consideration in the deliverables of the Review and in particular, that the recommendations and findings would be meaningful and achievable in the promotion and development of a future cycling strategy for the County. On foot of the interviews, the brief originally presented has been refined to some degree. Final submissions are due shortly from all four Consultants and an appointment will then be made. Due to other work priorities in the area of service delivery and the establishment of this Years' Programme of Work, this caused a short delay in the preparation of
the brief issued. However, the appointment will be made shortly and every effort will be made to met the target of completing the Review by the end of the Year.

so who do we have to pester to get some movement on this?

did they consult any cyclists on their plans?

would the "other work priorities in the area of service delivery" be the shiny new footpath infront of my house that cost a few mill and wasn't really needed?

Find out who the consultants are & talk to them. They'll be the ones making the policy recommendations.
