See Class 3 (6) of schedule 2 of the 2001 Regs. You need permission.

As is always stated here ring your local planning office to be absolutely sure.

This is what it says: 6. The structure shall not be used for human habitation or for the keeping of pigs, poultry, pigeons, ponies or horses, or for any other purpose other than a purpose incidental to the enjoyment of the house as such.
