Interest free student loans

Are these loans really interest free or not. Ive heard things about banks offering interest free loans [sic] where there is no interest for the first 12 months but then you pay interest for the next 12 months at a very high rate, in effect costing more than a normal loan. Anyone got some facts?

Im also interested in finding this out. Dublin is far more expensive to live in than I thought it would be. Who does these interest free loans?
