Thats a bit of a querky question...

Are you supposed to call the guards to the scene of all car accidents?
YES you are 'Supposed' to call the guards to the scene of all car accidents.

Do you need to call the guards to the scene of all car accidents?
    NO

Sometimes its easier for everyone to sort it out between yourselves, sometimes.
Like you scratch the paint on someones bumper, you ask them can you give them cash to sort it out.. they agree, you give them €100 and never see them again... This sorta thing although not legit happen all the time...

You can ring them and report it, they'll ask if anyone is injured if not they'll take a note of the call but not come out.
I think thats how it worked when I had one, does your insurance company not stipulate what to do when an accident occurs?

    ROTR

If you or another person are injured and there is no Garda at the scene, the accident must be reported to the nearest Garda station.

If the accident damages only property and there is a Garda in the immediate vicinity you must report it to the Garda. If there is no Garda available you must provide this information to the owner or the person in charge of the property. If, for any reason, neither a Garda nor the owner is immediately available you must give all relevant information at a Garda station as soon a reasonable possible.

€100 is a bit optimistic these days.

Saw a young lad knock into the back of some lady in the middle of the road, bus lane to the left. They were both out at their cars looking at the damage and a Garda car just drove by in the bus lane (not on a call, judging by cruising speed and no sirens). Traffic in driving lane was heavy and everyone behind had to undertake in the buslane. So either the Garda just didn't see it or felt they could sort it amongst themselves.

OP, did you leave witnesses? If not, you'll be fine. If there were, then you're better off finishing them off next time. And make note of any license plates. You may have to track down family members and "persuade" them to not ask questions.

I had a minor bump there around November and we called the guards and they told us they wouldn't come out unless someone was injured..

I know in the States it used to be the case of calling the cops if the damage exceeded $500, The Gardai have something similar here and they are not interested in coming out to settle disputes over minor bumps and scratched etc.

If there is someone injured no matter how bad they must be called. It is a serious offense not to report a personal injury within 24 hours of a car crash.

It's a matter of applying some common sense.

As mentioned above, if there's only minor damage and both parties are agreeable there's no need to call the Gardai out or involve the insurance companies.

However, I'd always report the accident to the Gardai at the earliest opportunity just so that there's a record of it.

If the damage is minor and you have a camera (and who doesn't have a camera on the their phone these days?) take a few shots and move the vehicles to the side of the road to continue swapping details.

It reeeaaally gets up my nose to see a couple of vehicles blocking the road (where the damage is very minor) because the drivers are waiting for the Gardai.

If someone has been injured, don't move anything and call the Gardai and ambulance.
