WYSIWYG Drag and drop?

Does anyone know a WYSIWYG open source programe that allows you to drag and drop images in the same way that photoshop or illustrator do and will also allow you draw vectors in it. I just need it for a couple of simple websites I am making before I move on to harder programes Thanks
