Dvd and hard drives wont power up

Have a pc was working fine on til i put it in to a new case dvd drrives and hard drives wont power up with the ide cables pluged in when i take the ide cbles out they power up ???? Any ideas

is it possible that the hard drive cable could be plugged into the cd drive or they could be looped like one end to cd and one end to hdd?
