It means that it can run custom code that official firmwares cant (i.e. emulators, apps, backups).

So if that's what you're looking for then it sounds good.
Also, note that newer games will soon require firmware greater than 3.90 so you will need to learn how to update to a new custom firmware at some stage (don't upgrade to official firmware)

3.90 M33 is an excellent CFW and includes an excellent auto-update feature. It will update your PSP to the latest CFW through the Network Update.

    What???
Its has CFW installed already, 3.90 M33 as you said. It looks and functions just like the Sony FW.

TBH, thats very very expensive. You can get a new PSP with a game for €180 and mod it for €10 or free if you asked here on boards.ie

$10 for Pandora Battery from DealExtreme:
    http://www.dealextreme.com/details.dx/sku.12472

By far the cheapest and easiest way to mod your PSP. If you are no electronics guru, I wouldn't go trying to crack open battery and cut pin on eeprom.

As ongarite said get the tool battery from dealextreme and do it yourself. there a lods of step by step guides on the net that will walk you through it. Modding the battery is dangerous.
