Attic conversion without steel

Hi all, i have Q. My neighbour did attic conversion without supported steal beam, he has everything done from wood. Recently he got his certificate from engineer. Is anybody have their attic converted without steel as well cos i am going to start to do it soon and have big doubts regarding steel. Any suggestions? Thank you
