help with orange tree

I grew an orange tree from a pip (in 2000). For 5 years plus it was in a Sth facing window and grew beautifully.
My brother has had it for the past 2 years and kept it, also in a Sth facing window, but with curtains closed 90% of the time. It continued to grow, though slowly.
Just recently it has shed all its leaves. I've taken it back now and pruned back all the dead deleaved branches. It's in a sth facing window again (no curtains!) and also under a spl gro-lux tube.
2 shoots have emerged from the trunk but are growing very slowly.
It's alive obviously, though seems weak.
    Any advice?
It has been fed several times over the last couple of months, so I'm wondering if overfeeding might be a factor.
