    No, thats not good at all, but speed test generally isn't that accurate, and with all the upgrades last night, people are bound to be testing their connections, so you may have got a poor result because of this.

    Try using - http://speedtest.magnet.ie/ - which is more accurate. :)

    Also you need to take the wireless out of the equation to see what your basic speed is - so test with the ethernet connection first.

    Wireless shouldnt really affect it as he is only recieving 12mbps bb. Providing he has signal, the wireless should have a speed of either 36mbps or 54mbps.
