mobile internet/ broad band?

Sorry if this is a stupid question. My brother drives a truck in england and the contient. He has a laptop and was wondering can you get mobile broadband or something so he can use skype or bebo to stay in touch. Its costing him a fortune in mobile bills. Thanks
