Bank of Ireland - Failed CC application

Just got a decline on CC application. My other CC was recently used in fraud. Wondering whether this has had some impact and whether I have a dirty mark on my financial records... The bank couldn't give me any details what so ever... Also when I paid for something online using my Laser card and worldpay the seller told me…

So the two things happening have got me thinking. Any way that I can appeal this or will my record go back to normal once the fraud investigation is complete?
