Does the car have an immobiliser or remote central locking? If not it should be cheap enough to get a replacement.

You can get a locksmith to call out and they can make a key for your car, using the lock barrel from your boot. I used Locktec before. Not cheap but they did the business

A 96 Polo will have an immobiliser. The transponder chip in the key is quite small so you may not have seen it.

Getting a new key is no problem. A VW dealer will be able to supply you with the key code to get one cut in a locksmiths. This is the cheapest option to get a key.

To get the car to run the new key will need to be programmed. To do this another code (SKC secret key code) is required. As far as I am aware none of the locksmiths can access this code. The dealer cannot supply you this code because they actually need to put the car online to do it and they do not get to see the code.
There are a couple of specialists around who can extract the key code from the car and so code the key. This is not always a cheap option.

So far your options are to tow it to a dealer, find a diagnostic specialist who can do it or find a really clued in locksmith who can do it.

It is also possible to buy a used immobiliser control module with a matching key from a car dismantler. Any good garage should be able to code these in to the car. With this option you will still need to get an original key to use in the doors/boot.
