    The difference was the man city player was told he was not being tested and so left the training ground. he was called later to say he needed to be tested. In making he way back to the training ground he was held up in traffic and missed the time hence the fine.

    Rio on the other hand deliberately missed the drugs test. Anyone who knows anything about drugs testing at training grounds in the premier league knows that you can't forget about it you purposely go out of your way to avoid it. Thats what he did so they are two totally different cases.
