Evil brake shoes? - or rims?

    Would greatly appreciate an advice on the situation with
    recently assembled bike:
    Campagnolo authentical made-in-Italy Zonda wheels,
    Centaur brakes.
    A 25 km test ride on dry/nice weather, no particular dust,
    no too hard work on braking, yet the brakes began
    scratching the rims in some while.
    There's been no sand, just a small pieces of Al from the rim
    settled in shoes surface. I had to remove them all the time.

    Is this normal? especially for Italian cycling brand?

    In a word, no. Are you sure the pads are aligned right and toed in slightly?

    They are aligned right but NOT toed in, like I always
    did for my hybrid.
    What opt angle of toeing in? like the front part of friction
    surface to be slightly closer to the rim?

    The front should be very slightly closer, yes- more info at the bottom here
