Sweet peppers have not changed colour

I've grown peppers in my greenhouse for the first time this year but they have failed to change colour. I have picked some and placed them on a windowcill but they have just shrivelled and rotted. Does anyone know what the problem may be?

peppers will change colour on the plant.
it has been a bad year for them due to the lack of heat and sunshine
