    Sounds dodgy to me. I'm guessing that there's more than just a handful of numbers on these cartridges indicating the number of votes cast per candidate, and that there's some kind of record of each individual vote with time stamps and such, so the chances of a random flash of static electricity suddenly creating 1500 valid votes seems a little far fetched to me.
