For the tax year 2007, if a married couple paid a couple of thousand euro in emergency tax, what must be sent to the tax office to claim this back?

Would a number of receipts and both their p60's suffice or wud they have to go to an accountants?

Just ask for a balancing statement, I don’t believe the revenue needs anything else they know full well how much tax you paid.

At least that was how it worked when I had to do this.
