DEcreased broadband speeds?

I'm using Eircom broadband the past two years and its been ok. This is my current speedtest I've noticed that over the past week that the download speed is crap. Even watching youtube clips more than 2 mins long takes sooo long to buffer. Can anyone tell me what could I do to improve/regain my speeds?

Change to UPC Cable or Digiweb Metro or Smart/ Magnet fibre.

It's as more users are added to the cable nearer exchange or from cabinet to exchange the maximum speed possible is lower, especially beyond 1.5km multi-pair cables.
