Picking a tax residency?

Considering working abroad and would qualify as a tax exile. I wouldn't be in another one country long either. Should I claim residency in some where like to Isle of Man or Dubai. Would I be able to continue paying a PRSI contribution here? Is there anywhere to get advice on this? cheers.
