Can anyone tell me how to fix a glued lock!

I have a shutter on a window that one of the locks has been glued by some little b.
How to I get this lock working again.

Also, if there's a liberal coating of WD40 will it stop the glue from bonding if it happens again.

Small gas torch, maybe melt/burn glue out of lock? Can you snip lock maybe and replace

can you remove the lock, maybe immerse it in a solvent .

I would not try and burn anything. Disaster could follow.

Cant remove the lock as its rivited to the shutter.

The burner might do the trick. I know its a risk but if their is no other option!!!!
