UPVC windows, bad insulation

Hi folks, I'm living in a house with all pvc windows, but I noticed yesterday that there is a big draft coming in some of them. It is around the openings. Even when closed I can feel the wind coming in. Now the House was built about 2 years ago and I suspect the builder bought as cheap as he could, 1 or 2 of my neighbours have said the same thing.
Is it possible to replace the rubber bands around the openings? Since this is what I think the problem is

    Short answer - Yes.

The hinges may need a slight adjustment also.

Some of the larger hardware stores may have them but your best bet is to get someone professional to refit the rubber sealers for you as well as adjusting the hinges if necessary.
