    He had the Perlico 2mb option
    3 months in and his broadband speeds never past dialup, syncing at 192/192

    He cancelled and moved house, Perlico are now charging for the rest of the contract.

    Can they charge for something that never worked?
    Ok, they can for the line rental but the broadband never existed, and they never fixed it. Others in his estate had working broadband.

    Did he raise the issue with Perlico? As in did he lodge a complaint with Perlico?

    Also did he just leave the house and not cancel the service or were Perlico aware he was moving?

    Might be worth contacting comreg to see what they have to say.

    there's a good way and a bad way of going about these things so it depends on which way he took it.

    If he's got lots of calls logged with perlico trying to get it fixed and complaints in with them about the poor service and then after getting nowhere wrote to them (letter, registered post, followed up with email) and after that he didn't get anywhere then he'll most likely be grand.

    if he just moaned about the speed without doing anything about it to try ad get it fixed and then got fed up and said f*ck'em ad upped sticks and left them blowing in the breeze with no notification then he's pretty much fooked and they'll ride him through the courts for their money.

    He could probably agree to sign up to Perlico at the new address and finish out the contract. Seeing as it's a new address the problems probably won't reoccur. Famous last words ;-)
